Original Method

For win32 SoF2 players who experience lockups and need to manually update to PB client version 0.994, follow these steps:
Use your windows explorer program to find where you have the game installed
Then locate and open the "pb" subfolder
Look for a file called pbcls.dll, if you see it, delete it
Then download the following file into the "pb" subfolder: pbcl.dll to replace the existing pbcl.dll file
Lastly, download the following file into the "htm" subfolder (inside "pb"): wc000994.htm (note: you may have to right click the link and do a 'save as').
Do a test by typing "pb_ver" into the console, it should say 0.994.

New Method

Here is a new file and instructions that Evenbalance posted (the above method should work).
To make it easier for SoF2 Players (using Windows) to manually update to
the latest PB Version 0.994, we have placed SOF2994W.exe
on our website for download. Just click the link and choose to 'open' the file
and when it runs, extract into the "pb" folder where your SoF2 game is installed (use the browse button in the extractor). For most cases, that will be "c:\Program Files\Soldier of Fortune II - Double Helix\pb".
Be sure to choose yes to overwrite any files that the installer asks about.
